VISION AND GOALS OF SVAK
SBAK’s vision is to create a sustainable urban transportation system to achieve the following goals:
Improving traffic and public transportation services for citizens.
Promoting entrepreneurship in the municipality by improving access.
Developing municipal services in a friendly and people-centered environment and supporting these services with high-quality public transportation. Particular emphasis must be placed on the key pillars of sustainable mobility. These are public transportation, walking, and cycling, with the design of corresponding networks that provide a high level of service and accessibility for people with disabilities.
Implementation of management measures and initiatives to encourage the use of public transportation, bicycles, or walking, and to discourage the use of private vehicles for daily commutes.
Application of modern methods and strategies to meet transportation needs, with an emphasis on increasing the degree of complementarity among modes of transportation.
A strategic approach to urban mobility designed to ensure the smooth implementation of the necessary measures over the next 10 years.
Strategic planning of proposed sustainable mobility projects and initiatives, in a manner that ensures both their smooth implementation in the coming years and the necessary funding.
Identification of key urban planning policy issues that affect the scale and characteristics of mobility in the city, such as the location of high-traffic activities, expansions, floor area ratios, and densities, in conjunction with the proposed development plan for public transit networks.
Immediate implementation of targeted interventions at selected key locations to ensure the proper implementation of the study’s objectives and projections.
Promoting “mobility management” solutions—that is, sustainable modes of transportation that do not require the construction of new infrastructure—such as “car sharing,” “carpooling,” and “walking or biking to school in groups.”
Improving the environment and quality of life for residents, workers, and visitors.
Designation and arrangement of special parking areas, including short-term parking spaces for tour buses, taxis, etc.
Reduction in fuel consumption andCO2 emissions into the atmosphere.
Reduction of traffic noise, which has significant impacts on human health.
Contributing to the reduction, to the extent possible, of the urban heat island effect (the rise in temperatures in cities compared to rural areas) by reducing pollutant emissions and promoting the planting of trees along streets and sidewalks.
Achieving the above objectives is based on the following key pillars:
Existence of an integrated spatial, urban, and transportation planning framework (alignment of land uses with infrastructure, prioritization of the road network, prioritized infrastructure development, etc.).
Sustainable traffic management (private motor vehicles, on-street parking, road safety, “smart traffic”).
Strengthening public transportation of all kinds.
A shift toward sustainable modes of transportation, technologies, and environmental measures.
Improvement and upgrading of existing infrastructure for the mobility of people with disabilities.
Investigation of the funding environment for the inclusion of the proposed SBAC projects, such as the NSRF, the European Territorial Cooperation Programs, the European Investment Bank, and other funding instruments.
Implementation of the principles of the White Paper on Transportation to ensure an equitable distribution of burdens and travel.
The ultimate vision for sustainable urban mobility is as follows:
"Creating a sustainable green urban environment by ensuring accessibility for all and promoting non-motorized modes of transportation, combined with strengthening the role of public transportation and improving the organization of traffic and parking conditions.”
